1) Youre not supposed to pardon fugatives from justice. Marc Rich wasnt in jail, he never underwent trail. He fled to Switzerland when indicted. At the time, Swiss wouldnt extradite out of Switzerland for tax charges in another country.
2) some folks had the temerity to think that Clinton pardoned because Marc's ex wife donated 80 million to the Clinton library building fund BEFORE the pardon.
When I saw the title I initially read it as "Biden passes out. Nixon pardons..." and said "oh no, what happened to him now?" xD

I can only imagine that the abuse of presidential pardons won't inspire faith in the rule of law. We all know that tends to end well.
