I discount these types conspiracy theories, regardless of which side of the aisle they're coming from. It just makes your position look credulous. I suggest coming with rock solid evidence when making extraordinary claims
All the data that you could be concerned about is available through data brokers/miners and are bought by China, Russia, and whoever else. Just like QAnon 'Stop The Steal' crowd that held a view that deep state stole votes through Chinese and the ghost of Hugo Chavez, assigning magical powers to Elon Musk is intrinsically conspiratorial that requires contradictory beliefs that there's a omnipotent entity and an utterly incompetent evil. The Deep State/Elon Musk can steal elections but only in the presidential election and not in Congressional elections/state judge race. Which is it, can Deep State/Elon Musk dictate elections but not when the election results contradict the conspiracy theory?
